It could be because someone else might have the same PR open or a background job is working on that PR or previous action didn’t close cleanly and left the record locked temporarily.
You could try by,
Close the PR page, wait a few seconds, then reopen and try again.
If the record is still locked, make sure no one else is editing it and that no background job is running on the same PR. Once the lock is released, you’ll be able to convert it to a PO or change the status normally.
