This error occurs when a business user attempts to update a Purchase Order after it has been authorized, and the changes result in an increase in the order value that exceeds the originally authorized amount.

Please refer to the screenshot below, the setting defined for Allow Changes after Authorization in the Purchase Order Authorization rule decides the control. Please explore the functionality of Allow Changes after Authorization option and let me know if you need further assistance.
