24R2. I have a Shipment that resulted from one Shipment Order where both Sender and Receiver of Type = Site. I used the Create Consolidated Pick List for Shipment process to try to create pick lists by Storage Zone. It does not create any pick lists, but the background process also does not fail.
If I use Customer Order instead of Shipment Order, same lines, same process, the pick lists are created.

We are currently looking into adding batch jobs for all demands that are handled via shipment i.e. Shipment Order, Project Deliverables, Supplier Return, Repair RMA (new from 25R1) and any future new demands handled via shipment.
We will create a similar set of batch jobs as for Customer Order:
We are hoping to deliver this with 25R2 and 26R1.

Consolidated pick list functionality does not support sources other than Customer Order.
Documentation states the below:
If a shipment contains lines connected to a source other than customer order (eg: project deliverable shipment plan), those shipments will not be considered for the consolidated pick list created, even if the consolidation rules are met. Eg: If a shipment which is in accordance with the consolidation criteria specified contains shipment lines connected to a project deliverable shipment plan, pick list lines for this shipment will not be included in the consolidated pick list created. Created pick list will only include customer order connected pick list lines.
