Does anyone have a presentation on “IFS Cloud - Export Control Functionality” or a document detailing functional improvements/changes from APP10 to Cloud, please? Thank you

There is no specific difference between the export functionality in IFS Cloud and Apps 10 right now. You can refer to the IFS Cloud documentation from the basic data creation stage onward.
