how to error when releasing a po with $ 0.00 cost

Wondering if anyone has ever done anything to create error when a user tries to release a purchase order that has no cost the po line.   

or is there a setting on the site or company somewhere that I’m not aware of.

Hi, 

Many clients create custom events (not a mod just a client configuration function), for this type of data validation.   That custom event could potentially stop a PO release.
