Force receiving quantity 1 on Purchase Order

Unfortunately, there is no such standard setup available, though control can be configured using a custom event.

Do you mean for PO lines with  >1 quantity have to be splitted into multiple receipts as 1 each or just a line with 1 original quantity being restricted to 1 only? 

If its the latter, we have Purchase Order Authorizations enforced. When this is in place, you cannot make quantity modifications in the PO without additional authorizations. Then I believe you can receive only 1.
