When an export license is created, by default on the Access Rights tab a record is created as shown below. I do not understand why this record is created to give what looks like all users access. Is there a way to control this to prevent this record from being created. We want to just use access groups.

The wildcard % is often used to represent “any” or “unspecified” in IFS’s matching logic. In the Export License context, this means the license could apply to “any site” unless overridden by a more specific record. The rationale is to ensure the license can match typical orders unless explicitly restricted. Also I did not find a documented, standard switch parameter setting in the public IFS Cloud docs that says “don’t create that wildcard access rights record” for export licenses.

This is for access rights not connections. I logged in as a user with no access rights from access rights groups. This user can edit any export license with the user site record. Seems strange that by default all users would have edit access to licenses and documents.
