Is there a way to set the export control on a part so that a license is required, but only if the customer/enduser is in a certain country? All other countries do not require a license for export.

You can define export control as Denied Party Only against the part and add the customer & county in the denied parties window.

The problem with that solution is that they are not Denied, the just require a license.
