Create Count Report (Options Greyed out)

Hi, I can’t seem to figure out what permissions or grants I need to provide to enable the end user to select the Warehouse ID, Bay ID, Row ID etc etc in the Create Count Report screen. These options are greyed out. They can select the Site they have access too but not other options, any advice would be appreciated
