Why we are unable to update WO Inspection Notes field?
In APP9 version unable to update work order Inspection Notes field.

The inspection note on the Report In Work order window is only enabled if the Work order has a Preventive Maintenance (PM) action associated.
According to the intended functionality usage of the field Inspection Note is restricted to the PM actions. Since manually created Work order doesn’t have any relationship with PM there shouldn’t be any facility to create or update the Inspection Note.
The usage of the field can be described as below.
If a note was entered in the Inspection Note field, and the Generate Note check box in the Report In Work Order and/or Report In Route was selected during the latest completed work order, then this information is transferred to the Maintenance Plan tab in Separate PM Action and/or Route PM Action. The information is then included in the next generation of a work order and displayed in this field.
The idea of inspection note is, to provide information on something shown in the last work order to be considered in the next consecutive work order. This kind of linkage between work orders happens only in PM.
