When tried to click on ok button then facing "There are no valid actions for entered criteria." error.

Are you saying there are valid programs for your defined criteria, that aren’t found?

Yes, we are unable to generate recurring service Request due to above error.

Please check below Prerequisites

• Recurring Service Program should be valid and Active.
• Recurring Service Program Occurrences should contain at least one Service Scope.
• Calendar-based Recurring Service Program Occurrences should be in Generable state.
• Recurring service Package should be Valid and Active
• Recurring service Package occurrences should contain at least one Service
• If the Standard Task related to the Recurring Service Scope has planned material lines which will generate Purchase Requisitions, the user generating the Request must have access to the Logistics Site.

I was able to generate recurring service like this. 

Can you try to set “Date from” to something before today e.g., yesterday? I had a similar issue with 25.1.0 and would like to see if your problem has the same root cause.
