Looks like IFS Touch Apps Server Certificate is missing in the store.
Since it’s updating an existing TAS it’s not created again by the installer.
Easiest work around I can think of is to create a self signed certificate and add it to computer store

Having the same issue. The documentation says a self signed cert is not acceptable. Does the certificate have to have a particular name or location to work?

Does it need to have a certain name or store? How will IFS know which to use?
I believe it is
Certificate Name = IFS TouchApps Server Certificate
Location: Trusted Root Certification Authorities/Certificates

That was it! I created a self signed certificate and the installation proceeded past that point.
Ran into a new issue
Upgrading database.
Upgrade complete.
Getting Deploy User Name.
Getting Runtime User Name.
Granting Access to user 'TASRUNTIME'.
Creating Synonyms for 'IFSTAS' tables.
Updating Service Order
Updating Service Instance ifstouch.
Exception:Failed to SubmitChanges
InnerException:ORA-12899: value too large for column "IFSTAS"."SERVICE_INSTANCE_TAB"."IFS_PASSWORD" (actual: 344, maximum: 255)
The password is not too long so no idea what this is saying
Could be that raising a support case is the way to go to resolve this.
There could also be some miscommunication here. The certificate should be automatically created by the Touch Apps Server installer.
It could be that you need to delete the manually created certificate and run the installer with Administrator privilages.
