Can anyone confirmed whether bellow transactions to be re processed?

I would say, yes, you shold retry to reprocess those two transactions. They have been caught in the failed trasnactions due to that the Mobile Sync Data table has been locked. And as this is rather transactional data I would suggest to re process them.
