Why MWO allows to report tool even though the tool is not check in and checked out by another user? whereas in IFS cloud it throws an error “Tools/Equipment already in use”

How MWO allowing to report a tool without checking out the tool?

+11The reason could be, tool Check In/Out are real time actions but tool reporting can happen anytime (tool was used in the morning but the reporting is done later on for example).
I could do the same in web client as well without an error.
