I created Maintenance Standard Administrator Groups and add users but I can’t add created by me work task template to administrator groups.

This should be because your work task template is active.
Option 1:
Please create a new template or a new revision of the existing template so that it is in preliminary state. Then check whether you can add administrator groups. (If you still do not see the + button, do a screen refresh).
Option 2:
You can switch off revision control (click on the revision control on button so that it will get off). Then check whether you can add administrator groups. (If you still do not see the + button, do a screen refresh).
