2. Is Oracle DB v19c compatible with Oracle client v12?
3. Kindly share the performance benchmarking and parameters to check to identify the performance of the application? Is there any tool used for benchmarking?

#1 You can find this kind of information in the FSM Installation Guide.
#2 I recommend to use the same Oracle Client version as the Database version.
#3 Not sure what you are looking for here. There is no official performance benchmark tool available for FSM. There is a FSM Health Check Tool available to perfrom certain checks (e.g. BR, Sync Rules, DB Indexes,...) that might impact performance.
