ORA-03135: connection lost contact

we are encountering the following error in APPS9 UD17 in the database log 

ORA-03135: connection lost contact

BEGIN NULL; END;

 

we just completed an Oracle 12c export to Oracle 19c import to upgrade our database.

 

Is this a true error and how can we identify what’s causing such?
