Reducing Item Qty from Sub-Contract with Released Call Off

Hello - i have an issue I’m hoping you can help with re. Sub Contracts and Call Offs. 

 

I have a Sub Contract Revision, Line and Item for a Qty of 20.

I have Called Off 20 Items in this line to allow Valuations to be created against the Sub Contract.  

I have created and certified a valuation for a quantity of 10 on this Line Item.

 

I now have the issue with the following use case: “End Customer want the Quantity installed to be reduced from 20 to 19 - I must reduce the Qty on the Sub Contract to reflect this”. 

 

My issue is two fold: I cannot change the Line Item from 20 to 19 due to there being a released call off of 20. See error message. 

 

However, I can’t change the Call Off Amount of a Released Call Off.

I then I can’t then change the Call Off amount - see error message here:

 

How do other customers handle this situation any insight would be appreciated. 

 I think it must be possible to reduce the Sub Contract Item Quantity after a Call Off and Certified Valuation have been created because when I try to create another revision and reduce the quantity of the Planned Revision I see this warning message. Where it says “It is recommended to first reduce the released call off value before reducing the respective line item value.

So my question is how can I reduce a released call off if a certified valuation has been made against it?
