Since the “Milestone Operation” will be used in the according Shop Order, it should possible, that this field is behaving the same way in the “Project Operations” (Editable).
Then, you could use this field in the Projekt Operations and its Value will also be set in the Shop Order Operations, so that both “Operations” will have the same Values.
The field in the Project Operations is set as not editable from the code, it is not fetching a value from somewhere, and also there is no logic written to change its value
Basically, this is a “dead” field at the moment (It can’t be used).

But, you can’t active the Radio Box for “Milestone Operation”, if you add a new Line:
