Though Project closure would take time, and better close the Activity first to stop time regiration instantly. Let finance team work on Project closure as per SoP.

Yes, you are on right place. Set Report Code Valid To date for any past date to stop time registration for activity.

Further to the previous comment, please note that it is sufficient to set the Activity to the Completed status. This will prevent further time reporting (and also prevents initiating further other cost on the activity), while still letting you finalise any other outstanding work, e.g. cost accounting, sending a final invoice etc.
