Capacity basis already exists errors

In Cloud, I am trying to add a resource to a group.  I keep getting a “Capacity basis already exists” error.  The resource does not belong to any other group. 

I noticed another post from a few years ago for Apps 10, but no one answered the question.

How do I get around this error?
