Just the like the title says, is there a way to reserve and issue material to a shop order from one activity simply by having it in the same PNG without having to do the overhead of a MTR.

No, it's not possible. Activity Sequence is one of the important Inventory properties, and system would not allow to reserve and issue inventory within the same Project also if Activity Sequence is different.
This is the very objective of MTR to enable Inventory movement between Projects and within Project. MTR eliminates the manual process of Inventory transfer between Project(s) Activities.
