Did you find the reason for not visible commands in Pick List? I have the same issue with 24R2

Check below pls,
See the connected Maint Mat Requisition status - at least should be released.
Also if the Maint Mat Requisition is already issued, not possible to create pick lists. Check Mat Req lines for issued qty.
