why cannot enter Input UoM in Part/GTIN lower table?

do you know why I cannot see the ‘New’ option in below screenshot lower table?

 

i think I completed all settings, plus GTIN 13. where I missed?

@ronhu  You must have a Default Input UoM Group entered on the General tab of the Part page.

    @ronhu  You must have a Default Input UoM Group entered on the General tab of the Part page.
