What version of IFS are you running.

The IFS Touch Apps Server Installation guide can be found by opening the help for your IFS and navigating to Foundation 1> Administration Guide > Touch Apps > Touch Apps Server or by navigating to the following URL amending the www.yourifsurl:59080 as required:

With regards the Touch Apps Installation the link is:

This guide will advise you on the actual mobile applications which need to be installed on mobile devices.  IFS Touch Apps are available from: 

• Google Play (Android devices)
• Apple App Store (iOS devices)

The guide also has information relating to Security/Configuration/Login and Certificates.

The link supplied was taken from an Apps 10 environment.  I would assume the same links would be similar for Apps 9.
