I believe you can achieve this by defining a specific inventory location (e.g., a staging area or virtual container location), moving all the component parts of the shop order to that location, and then generating a pick list from it. This approach effectively represents the aggregation of materials — similar to placing them into a pallet or container — but without using the Handling Unit Management functionality. 

But of course, this might not fulfill your requirement, given the limitation of this method (You need to ensure inventory accuracy manually)
