Is it possible, in Customer Order Line, to prevent changing the Target Date by permissions? We can’t seem to find the object to be able to revoke permission to change the field.

You cannot define permission by field/column level. Alternatively a custom event can be introduced to trigger an error when updating the Target Date by a person not permitted to do so. Refer below posts.
