This function has no effect. Both methods as shown on these screen dumps. Do you have any tips as to why this isn't working?

What is the Site setting for Structure Update - Simplified, Enhanced, or Restricted?

Isn't a background job triggered when this function is started? You should then see the error message.
I also suspect that the problem is due to the "Structure Update = Restricted" setting, as Matt has already mentioned.
