Could you please check the RMB > Properties of the Routing window header ?
Check whether the Phase Out Date has been set to Read Only, like above. If so, try disabling that.

The given solution resolved the issue.
‘Phase Out Date’ was made editable by unchecking ‘Read Only’ option in ‘Conditional Fields’.
