Usually the material requirement planning is done with respect to the inventory itself. The inventory part availability planning and other related views use the inventory UoM. And hence MRP usually consider the inventory UoM. 
However, The Default Input UoM for Sales and Default Input UoM for Manufacturing can be set if you want a specific input UoM to appear by default in the respective process.
However, you can consider the possibility of generating a custom field or a modification to visualize the MRP results in Input UoM As required.
