Hi Ron,
So this purchase part has “tons” of demands spread out? Do you also have a max lot size in Inventory Part Planning to a relatively low number? Then you get even more requisition lines.
Do you have top parts, using master scheduling with long forecast horizon and weekly forecast? => You could end up with an awful lot of PO Req Lines for the same part if the purchase part is a common component.
At the top of my head I don’t have a quick fix. Let us investigate this a little bit.

We also did investigation. Engineering set up a part - tube in the wrong inventory uom, i.e. mm, and they set up the min, max =1 in planning tab. the part is purchased in roles, and 1 role =3300mm, and purchasing department set up the conversion factor in Supplier for Purchase Part.
for immediate fix, we removed the min, max from Inventory Part window, Planning tab. this can resolve this error immediately. In a long run, I believe this part has to be modified with Inventory UOM, which is ROLL.
