What can cause machine time to not equal labor time on the labor and operation history, when they are both setup the same?

When reporting time for Shop Order Operations using report shop order Operations window, it is possible to manually edit the Labor/ machine time as needed prior to reporting.
Also it is possible to just report labor/ machine or different time when reporting Shop Floor Workbench, Time Clock or even manually adding Clockings, results for an Operation.
