in the inventory part lists screen we have a custom attribute (Owning Department).
Is possible to create a lobby page with counter elements per Owning Department?
So for example, if there are 5 departments, 5 elements should be presented on the lobby screen.
Or do we need to make a separate element per Owning Department and place these on the lobby page?

basicly this is an organisational question.
You can create for each department a separate lobby element and palce them all on one lobby page.
But you can also create one lobby element with a parameter for each department.
- For example: Instead of Company you can create a parameter for the department.

Every department which uses this lobby page can enter its parameter. So you need only one lobby element. This is my recommendation.
