This is the standard behavior of the application. In the product structure, the components are stable, and it is a fixed bill. Therefore, defining the planning method as a default make sense.
On the other hand, configuration structure depends on customer-specific selections made at order entry. Components are added based on configuration logic, not a fixed bill. Therefore, it does not allow setting static defaults in such a flexible model.
