The “Add Forecast” option appears disabled when only one record is selected in the list, and it will become enabled only when multiple records are selected.

​@ronhu as ​@SOSILK indicates, this command is used for combining forecasts from multiple MS Sets into another MS Set, not for creating a forecast in a single MS Set.
