You can disable Auto Close Operation setting at Work Center level. Please refer below screenshot.
Why do you want to keep your operation in open status even after complete qty reporting. What is the business scenario?

I don’t see this option available in APP10? see below screenshots.
We have a product manufactured in batch, say 100 PCS, but always will have 20PCS or so defects. Say a batch 100PCS, in order to have system capture the appropriate material&labour cost, we would like to report completed 100PCS in operation, then report the operation scrap. So, we would better to have the operation open after the report the completion of 100PCS. hope this clarify.

Please explore Shop Floor Workbenchs’ Approve Operation option to fulfuill subjected requirement. There, you have option to decide whether to close operation with Qty reporting.
Refer below screenshots:
Approve Operation dialogue, you can disable Close Operation toggle with desired Qty reporting.
I am not sure whether this option is available in Apps10. I don't have Apps10 access anymore :)

If you produce 100 good pieces around 20 PCS scrap, why don’t you setup the part with a 17% scrap factor, so that the system would propose to create a shop order with lot size 120 in order to get 100 good pieces. Then you would overcome the problem with the operation closing at 100 too.
