When you try to add part 10096950 rev E as a component of part 10115187 rev A you receive the circular reference error, correct?
The first reply from @Arunalu was simply to see if part 10115187 rev A was already a component of 10096950 rev E. As it was not already a component, then the circular reference was not occurring at the first component level of 10096950 rev E. The circular reference, though, is likely present at a lower level in the multi-level BOM of 10096950 rev E.
In Engineering Part Revision, search for part 10096950 rev E. Examine the Multilevel tab and check if 10115187 rev A is listed anywhere in the Sub Part column. If it is, this is why the circular reference error is generated.

yes, that is true. The part 10115187 wasn’t a component of 10096950. I investigated the tab “Mulilevel” also and didn’t find the part 10115187 there.
