borrow your mind, do you think below error is due to a system bug? we are in APP10 UPD9, basically we just want to unissue a component from a shop order. Shop order status is Started.

Maybe this component is already included in a parent serial that has been received to stock?
You are right. after investigation, we realized this component is currently issued to this shop order, but it does exist in the As-Built Structure which is manufactured before from another shop order which is closed already.
This is because the wrong process is used in our shop floor. Instead of using repair shop order, floor workers open a work order and disassemble the component off the finished product which is manufactured in house.
do you have experience on how we could fix this issue? Thank you.
If you open the old shop order on which it was originally manufactured, you must first unreceive the serial of the manufactured part from stock which includes this component serial in the as-built.
But as mentioned, an option is to use a repair shop order.
In IFS Cloud you can also use a disassembly type shop order.
