can the issue-ing of the materials be linked to starting the shop order operation in the shop floor workbench?
We would like that when the operator hits the start button, all reserved materials are issued so they get into WIP. Without the operator needing to press ‘issue all’

There’s no such functionality available “out-of-the-box”. Instead material linked to the operation is issued/backflushed when the operation quantity is reported.
I would suggest you handle this using an event or workflow (IFS cloud) configuration.
