Is it possible to create an ODBC connection to IFS Application from within Excel?

Yes, You could use Get Data option in Data tab in Excel ribbon. Then select Get Data From Oracle.

But for this you need to have vpn connection to the database server as well as necessary database privileges and knowledge about entities in relational database system. 

Also note that from IFS Cloud release onwards IFS Database could not directly accessible from outside systems. 

Therefore I wouldn’t recommend directly connecting to oracle in order to retrieve data.
