If this is a Business Reporter question, then you can mix Information Source data from IFS with Excel based manual input and print the results to .pdf.
If you’re referring to creating a new layout via IFS Developer Studio and/or IFS Report Designer, you could insert blank fields to be filled in later with Adobe writer. The user would order the report and save the .pdf. Then Adobe could be used to enter data manually into the blank fields.
