It would appear that all the Hyperlinks from the tab produce 'The request is invalid and could not be processed.'

It sounds like there might be an issue with this page in your environment.  I would recommend you raise a support ticket for the team to analyze.  To answer your question, yes, you should be able to assign or unassign a technician from this page.
