IFS Cloud Maintenance Organizations

Hello! I am currently working in an IFS Cloud testing environment and have run into a sang.  We use maintenance organizations for our calibrated tools to track what departments they belong to.  We have noticed that a calibrated tool has to be used in that specific maintenance organization for which the work task is opened in. Example, if the work task is opened in “Part A”, you have to use “Part A” calibrated tools.  They can’t be used anywhere else, which we need to have functionality to move across 6 or so maintenance organizations.  Is there a way to have multiple maintenance organizations connected to one tool? Or is it something in the work task I am missing?
