I would like to re-use the Employee Id. The wrong Person Id was assigned to the Employee Id. How can I change the existing Employee Id record to use the correct Person Id?

in IFS once the connection Emp ID to Pers ID is done you can’t change it any longer. At least in the user interface. Don’t know if directly a manipulation in database is possible.
You can’t reuse the Emp ID and connect it to another Pers ID, but you can reuse the Pers ID and connect it to an other new Emp ID.

We had similar issue when we first rolled out IFS Application 8 we ended up paying to have a data repair done where they updated the database tables directly to correct the issue. There’s more than one table that needs to be updated so it’s advisable to hire an expert to perform the data repair.
