It happens when the supervisor want to swift the status of the evaluation to EVALUATED.

Do you use any form of calculated ratings for objectives and activities? If so, make sure that you’ve setup performance ratings according to your rating scale.
Example:
In case you are not using any ratings, make sure that the Performance Period has “No Rating” as Calculation Method:
