Do we have any standard IFS reports to extract data stored in Education, Certificates and Work Experience tabs? Or we need to develop new report through IFS business reporter?

There is no standard reports are available to fetch Employees education related info.
You need to configure reports internally.

You can use standard overview screens to access employees' education, Certificates, and Work Experience information. Please refer to the screenshot below, though it is of IFS Cloud.
