Cannot Duplicate an Incident from Incidents List

I am trying to duplicate an existing Incident record in the Incidents transaction.  I can select the Duplicate button and I can update some columns, but when I try to save, I get an error message that The date of the incident is required to be incident reported date or an earlier date.  This works in Apps10/IEE.  When duplicating the record in 21R1, it’s duplicating the Reported Date and Time and that field is not editable.  It should enter sysdate into the Reported Date and Time as it does in Apps10/IEE.

The same thing happens if you try to duplicate the incident in the detail record.
