Is there a way of doing this? I am guessing its beyond a simple permission set grant, and is likely to do with the organisational structure.

You should be able to allow this access by activating Access Attributes for relevant areas and including the new attributes inside manager’s current Access Role. Registration/Modification/Removal can be allowed as required and if all three are unticked details can be just viewed. Please see the screens attached.
