We need to create one more user. What is the possible method?
shall we make one user inactive and create another user ?
is that possible?

You can create any number of users despite the license purchased but number of users granted permission sets (FND_RUNTIME, or Permission set with CTU/ LTU connected) basically limits the number or login enabled users. So you can revoke access from any user and grant the particular permission set to a newly created user and start using it
