When opening the following:

My thought is that the link on the user id would open up user maintenance. However the following is shown:

Totally unclear to me why it opens Work Task Basic Data.

I was able to recreate this in our 21R2 reference environments as well. As you have pointed out, this link should probably direct to a screen like ‘Users’ rather than to a basic data setup window in Maintenance product area. I also noticed that this happens in Background Jobs window too.

I think it is better to open a case and report this.
